An experienced Principal Engineer and Structural/Civil Analyst with over thirty-five years of expertise across structural design and analysis, capital program management, highway and bridge maintenance, bridge inspection, and construction oversight. Matthew is a Professional Engineer who has directed complex, multi-disciplinary programs for the NYS Thruway Authority's Buffalo Division, including I-90 and I-190.
His responsibilities included the management and executive delivery of bridge rehabilitation and replacement, corridor-scale resurfacing, and the regionwide All-Electronic Tolling conversion. His background encompasses bridges, highways, facilities, and Engineer-in-Charge leadership.
Known for his deep familiarity with staging and work-zone traffic control in high-AADT interstate settings, Matthew's business experience also includes asset condition prioritization, budget and cash-flow management, utility and railroad coordination, and owner-side administration of submittals, RFIs, and QA documentation.
