ZOFS provides comprehensive Resident Engineering Inspection (REI), Quality Assurance/Quality Control (QA/QC), and engineering support services for critical waterfront and coastal infrastructure projects. Our focus is on designing and delivering robust, multi-system flood protection solutions vital for adapting urban centers to rising sea levels and extreme weather events.

We are proficient in managing complex projects such as the $1.45 billion East Side Coastal Resiliency (ESCR) initiative, requiring seamless integration of hard flood-protection with existing utilities and public amenities.

Our Marine Projects

Our Core Expertise

Integrated Flood Protection Systems

Oversight of the construction and implementation of physical defenses, including floodwalls, floodgates, and movable barriers, designed to protect critical infrastructure and dense urban populations (e.g., protecting 110,000 New Yorkers).

High-Level QA/QC Management

Providing specialized quality officers and a QA/QC Manager (PE) to perform constructability reviews, audit contractor submittals, and conduct earthwork and settlement calculations essential for long-term structural resilience near water.

Waterfront Structure Rehabilitation

Management of structural work, including the elevation of large land masses (e.g., East River Park) and the demolition and reconstruction of vital waterfront connections, such as pedestrian bridges, ensuring ADA accessibility.

Sewer and Utility Fortification

Oversight of the integration of flood protection measures with existing urban systems, including bolstering sewer capacity with interceptor gates/gatehouses and managing the installation of electrical and lighting systems around new flood defenses.

Project Integration

Expertise in coordinating complex work phases, environmental protocols, and community outreach efforts within restricted, highly visible waterfront locations spanning multiple miles.

We are committed to delivering safe, structurally sound, and technically precise solutions that secure coastlines and enhance the social and economic resilience of the communities we serve.
