ZOFS serves as the Prime Consultant for a Term Agreement to provide comprehensive Construction Inspection Services for federally funded, multi-county capital improvement initiatives across the Hudson Valley. The program supports a diverse portfolio of transportation infrastructure projects ranging from highway and bridge rehabilitation to traffic safety, signal modernization, and ITS upgrades.

Under this Term Agreement, ZOFS is tasked with full-time inspection and documentation services for various special contracts, such as the Hazardous Tree Removal Contract along the Taconic State Parkway in Dutchess and Putnam Counties to enhance roadside safety and visibility. Additional assignments include Signal Optimization in Dutchess, Orange, and Ulster Counties, integrating adaptive signal control and wireless sensor networks to improve traffic flow and reduce emissions, as well as the Route 22 at Edgewood Road Intersection Upgrades Project in Scarsdale, Westchester County, featuring installation of a new signal system, ADA-compliant pedestrian ramps, sidewalk reconstruction, drainage upgrades, and enhanced crosswalk safety measures.

Across assignments, ZOFS’s inspection scope may include earthwork, drainage improvements, pavement and shoulder reconstruction, guiderail and barrier replacement, lighting and signal system installations, fiber optic and ITS communications elements, and appurtenance upgrades; bridge-related work may span substructure and superstructure repairs, deck replacement, joint rehabilitation, bearing replacement, and Class A containment systems for lead paint removal and steel coating operations, with close coordination with NYSDOT’s Structures and Geotechnical Units to resolve field discrepancies and verify as-built conditions.

Maintaining MURK-compliant daily records using Site Manager, AWP, and EBO ensures compliance with federal aid documentation.
