Inspection

The Hudson Tunnel project was a transformative $14.6 billion infrastructure initiative designed to improve rail connectivity between Secaucus, New Jersey, and Penn Station, New York. At its core, this project was about creating a new two-track rail tunnel under the Hudson River while also rehabilitating the existing North River Tunnel, which has been in operation since 1910. The new rail lines run parallel to the old tunnel, forming a much-needed backup and increasing the overall capacity of the Northeast Corridor, a vital rail artery for millions of passengers. The project included relocating utilities for the LIRR and constructing emergency service buildings, all aimed at modernizing the rail network and enhancing safety and efficiency. ZOFS provided Owner's Representative, Project Management, Diversity Compliance, Payroll Manager and Document control Services as a subconsultant to MPA Delivery Partners, a joint venture between Parsons, Arcadis, and MACE. Our team coordinated with agencies including GDC, PANYNJ, NJ TRANSIT, and AMTRAK, focusing on engineering services, cost and schedule assurance, grant analysis, safety and quality management, change order management and value engineering. ZOFS supported the project with micropile and drilled shaft foundation work, utility tracking and relocation, and developing specifications for Lightweight Aggregate (Foamed Glass). Our tem was involved in reviewing and writing construction specifications, detailing retaining wall profiles, and tracking existing piles. Our team provided inspection of all construction activities and ensured quality control by conducting site inspections, attending utility relocation meetings, maintaining utility tracking logs, and performing drone surveys for site analysis. ZOFS's team members assigned to the project underwent rigorous background checks for SIDA/SWAC clearance as required, supporting operations in secure, high-risk infrastructure zones. By focusing on quality, ZOFS Engineering plays a crucial role in ensuring the project's successful execution.
